Hidden costs of cuts: austerity, civil service management and the motivation of public officials in Central and Eastern Europe after the crisis

2016

The implementation of austerity measures presents a dilemma for governments. While austerity measures such as cutbacks aim to reduce costs and enhance public sector efficiency, the same measures might undermine the motivation of employees and, consequently, the prospects of effectively implementing austerity programmes. Based on a survey of ministerial officials in Poland and Latvia, this article finds that the scale of cutbacks explains a larger decline of staff motivation in Latvia than in Poland. The article further shows that motivation was more likely to decrease after the crisis if austerity measures involved cutbacks such as staff reductions, recruitment freezes, and a reduction of t…

Conversations with Civil Servants: East European Public Administration Reform in Search of Socioeconomic Development

2012

Countries of central and eastern Europe find themselves in a position of making important choices about design and organization of their civil service. In many cases public administration reform was delayed, because it was judged to be of lesser urgency than the creation of a market economy. It is, however, increasingly recognized that an effective and professional civil service is an important precondition for a sustainable market economy as well as for socioeconomic development in general, and the opinion is gaining ground that civil service and market economy should coevolve.

On the evolution of e-Government: The user imperative

2003

Published version of a chapter published in Lecture Notes in Computer Science, 2739, 139-143. Also available from the publisher at: http://dx.doi.org/10.1007/10929179_25 This paper focuses the need for more research on user involvement and the investigation of stakeholders in e-Government initiatives. An investigation of existing work revealed a lack of research on those topics. As e-Government evolves and users mature, the value of their input can increase. The paper discusses the need and potential benefits of this approach. Finally, we suggest that existing stakeholder theory is investigated for adaptation into e-Government settings in order to map the complex body of interrelated stakeh…

Trzy modele reform administracji publicznej a legitymizacja służby publicznej

2017

Administracja publiczna podlega permanentnym reformom, dostosowując swoją organizację, zadania i sposób działania do potrzeb oraz idei współczesnego świata. Jednocześnie szuka elementów i form legitymizujących jej funkcjonowanie. Z kolei model NPG wzmacnia pozycję obywatela w procesie wyznaczania celu publicznego, zmusza służbę publiczną do negocjacji i działań konsensualnych w czasie definiowania interesu publicznego. W ten sposób obywatel, decyd…
